In both your links they use 16gb DDR4 2400mhz, but the motherboard support up to 2933 MHz. Your second link is much better for Resolve, but all AMD current generation CPU's loves fast RAM. It will not be, that you can't do anything in 4K with 6 GB vRam. For 4K do I recommend a Graphics card with 8 GB of vRam. You Don't write if you want to use Resolve with HD or 4K resolusions. I don't expect it can run Resolve very well.

So look for a PC with the coming 3rd generation Ryzen CPU and a X570 or may be a X470 motherboard on sale.

But the coming X570 are expected to have support for 2-3 M.2 NVMe x4 SSD's at full speed. The current X470 motherboards only support a SINGLE M.2 NVMe x4 SSD at full speed. I will expect you only to get one with 6 or 8 core. It will come with PCIe version 4.0, be faster and cheaper to produce. It is the coming 3rd generation 7nm Ryzen CPU shown by AMD at CES and coming mid 2019. In your price range is there only one solution, as I see it. As i remember did you ask a similar questen around 3 month ago.
